Personally, I thought Gideon stayed kinda "flat" through his time, while Rossi has shown much more growth as a character.
As for leadership, I personally like Hotch for both his personal style (I modeled "Clark's" wardrobe and attitudes a little after him, as the character considers Hotch someone he looks up to in spite of their mixed past) and his approach to leadership, like taking over some of Morgan's paperwork so the younger agent can be in the field where he works best.
