We've had an issue with finding Reply To Thread buttons on this skin, so I thought I'd post a couple of how-to workarounds.
Option 1: There's a text box at the bottom of each thread with a button below it labeled Post Quick Reply. Type in that box, hit Post Quick Reply, then once it's up use Edit Post to add your formatting like colors, bold text and such.
Option 2: Each post has a drop-down in its top right that'll lead you to a Quote button. Pushing that will take you to the full Post Editor, then delete what's in the text box and type your post there.
