Ranks: Special Agent is the lowest rank in Federal law enforcement, aside from the fact that for a given amount of time after getting the badge they are on Probationary status (like Clark) and colloquially called "Probies". Supervisory Special Agents, like the rest of the team, are the top-half of the food-chain. (Clark having the authority to make Strauss eat dirt if he so chooses is only because of the unit he's in and the fact that he operates with FBI Headquarters's blessing; he chooses to operate by the tighter rules of the BAU because of his respect for Hotch and the team.)
Division Six: Unit of the Bureau that once existed but may now be defunct. Originally, they were a "Dirty Tricks" unit accountable only to J. Edgar Hoover himself and may have actually inspired the urban legend of "Men In Black"; not even Hoover's right-hand Clyde Tolson had authority over this unit unless Hoover himself chose to allow it. I've chosen to interpret Division Six as having been repurposed after Hoover's passing into a kind of "whatever doesn't fit anywhere else" catch-all utility unit, in addition to a limited FBI equivalent of MI-6's Double-O Section in the James Bond properties. (This is why Clark gets to play by different rules when he believes he has compelling reason, though he still can't necessarily just kill on his own say-so--it may be looser and expedited, but he still has to account for it when he does.)
